Planning and Zoning was presented an application on Tuesday from Balducci’s attorney John Heagney for 24 seats of outdoor dining at the Riverside supermarket. Specifically, they seek six tables – four outside the front of the building, and two on the side of the building for customers and staff who want to sit outside during their breaks. The application hit a snag pretty quickly. In the Town’s regulations, the outdoor dining definition refers to dining related to a restaurant or retail food establishment. Balducci’s is neither. A proposal from John Fareri to develop 581 West Putnam Ave (abandoned CT Art Institute) and 585 West Putnam Ave (an office building) on one side of Putnam Ave, and add a building at 600 West Putnam Ave – all with moderate income housing under regulation 6-110 went before the P&Z commission on Tuesday night. Development of properties at 581 and 585 West Putnam Ave was discussed well past midnight at Planning & Zoning Tuesday night. The proposal includes excavation of more than 20 feet of ledge over an area exceeding an acre.
