P&Z Watch: New 4-Story 8-30g Affordable Housing Pre Application Would Feature 6 Units, Plus Retail

Joe Pecora is working on another 8-30g project in Greenwich.

A pre application review, #PLPZ202100019, has been submitted to Greenwich Planning & Zoning that would demolish an existing 2 family house and barber shop at 171 Hamilton Avenue (on the corner of View Street), and build a 4-story, mixed use “set-aside development” with 6 residential units, of which 2 would be “affordable.”

The applicant is 171 Hamilton LLC. Per the Secretary of State, the LLC is registered to Greenwich Properties, Inc and the agent is Mr. Pecora.

There would also be a retail component.

The applicant proposes 9,564 sq ft of floor area, which results in a proposed FAR of 1.41.

The property is in the LBR-2 zone.

According to the affordability plan, The Housing Opportunity Units in the two units would be designated affordable for a minimum of 40 years.

According to the file narrative, the house, built in 1925, was previously owner-occupied by the Sciarrillo family. It features a three-chair barber shop, a two-family home, a 460 sq ft garage and an enclosed carport.

In 1969, the Planning and Zoning Board of Appeals granted a variance for the front and side yards to permit a front addition to the existing two-family house.

Accordingly, according to the narrative both the existing front and side yard setbacks are legal.

However, the front yard setback of zero to the existing barber shop and the existing side yard setbacks of approximately 3-feet to the existing garage and car port are legally non-conforming.
