Owner of Glenville Supermarket Site Seeks Rezone to Add Parking, Attract New Tenant

The owner of the property in Glenville that was formerly home to Stop & Shop has submitted an application to Greenwich Planning & Zoning seeking to rezone some of the land from residential to business in order to attract a new supermarket.

According to a letter from attorney Tom Heagney representing the applicant, Sutton Land LLC, the property at 21 Glenville Street contains 6.2 acres. Of that, 2.8 acres are in the (Local Business Retail) LBR-2 zone and 3.4 acres are not.

Portions of the existing parking and driveways are in the RA-1 zone, which is the one-acre residential zone.

The applicant proposes to re-zone 1.9 acres currently in RA-1 to LBRR-2. This would create 4.7 acres of LBR-2 and 1.5 acres of RA-1.

The property is currently occupied by 8 retail stores and the empty supermarket, plus parking and driveways.

The shopping center today has 118 parking spaces (plus 6 handicap), while 137 are required, so it’s already technically under parked.

In addition, the lot coverage is almost 82% between building, parking and driveways on the LBR-2 portion of the lot while only 75% is permitted.

According to a letter to the commission from Mr. Heagney, rezoning would not only mean the existing parking would conform, but it would also allow the creation of 53 additional parking spaces, for a total of 171 (plus 7 handicap).

“As you know, the Stop & Shop supermarket is closed in the shopping center. The owner of the center is actively marketing the space to other shopping center companies. A number of those companies have expressed concern about the adequacy of the existing parking at the center. This rezoning and the addition of parking spaces will allow the owner of the center to better market the empty space to a new supermarket chain,” Heagney wrote on July 26, 2023.

Recently signage went up indicating that Green & Tonic would be renting space in the recently renovated building that was formerly home to the Glenville branch of the Post Office.

In addition to this proposal there are several proposals to develop nearby properties including an apartment building at 9 Glenville Street, and for 16 apartments on the lawn next to “the mansion.”
