Greenwich Police Investigate Incident at Tod’s Point Involving Man Taking Photos of Children

1:30pm Aug 6: Greenwich Police released a statement saying they responded Tuesday to a report of an incident involving an adult male taking pictures of an adolescent female on the beach.

“After being approached by others at the scene, the male left the area in a vehicle, Police said adding that the police dept takes these matters seriously and is committed to conducting a thorough investigation.

“We encourage anyone who witnesses suspicious or concerning behavior to report it immediately. Public safety is a shared responsibility, and community awareness plays a key role in protecting everyone.”

Original story, 11:59am Aug 6: Greenwich Police are investigating an incident that took place at Tod’s Point on Tuesday afternoon.

“We are aware of the incident and it currently under investigation by the our special victims section,” said police Chief Heavey in an email Wednesday morning.

First Selectman Fred Camillo, who also serves as police commissioner, said he was also unable to comment as the investigation was under way.

Greenwich resident Carl Higbie, who many know from his popular NewsMax program, said the incident involved his ex wife and their 12-year old daughter and daughter’s friend. Higbie said they spotted a man of about 60 or 70 taking the children’s photos without their consent.

According to Higbie when his ex wife and her husband approached the man, he asked them not to call police and offered to delete the images.

“They took a photo of him including his Jeep and license plate, as well as a photo of him deleting the photos as agreed, but then they saw he had folders on his phone of other young girls,” Higbie said, adding that while people do typically take photos at the beach, which is a public place, his family was concerned that a line had been crossed.

While it is generally legal to take photos of people in public places, taking photos of children can be perceived as suspicious and raise concerns.

“Police said this involves this man’s first amendment rights, but it’s creepy and disgusting,” Higbie said, adding that if there were photos of children over state lines that might elevate the situation.
