Greenwich Emergency Management Update #3, Monday, July 6, 7:00am:
A Flood Watch remains in effect for today and tonight. Multiple rounds of heavy rain and thunderstorms are expected, which could lead to flash flooding across the region.
Current forecasts call for approximately 2.5 inches of rainfall in our area, with localized amounts of 4 inches or more possible. While forecasters have not yet identified where the heaviest rainfall will occur, Greenwich remains within the area that has the potential to receive significant rainfall.
Expected hazards include:
- Widespread rainfall of 2–3 inches, with isolated totals exceeding 4 inches.
- Rainfall rates of 1–2 inches per hour.
- Scattered to numerous instances of flash flooding, particularly in urban, low-lying, and poor drainage areas.
- Potential flooding of roads, basements, businesses, and underground infrastructure.
- Minor to locally moderate flooding along small rivers, streams, and creeks.
As we prepare for today’s weather, Eversource and Town crews continue restoration and cleanup efforts from the previous storm. At this time, Eversource has not provided estimated restoration times for the remaining outages.
Current impacts include:
- 18 roads that remain fully or partially blocked.
- 798 customers without power.
- More than 35 active utility-related incidents still being addressed.

Greenwich Emergency Management Update #2, Sunday at 5:00pm:
Our community has been through an exceptionally busy 24 hours. While significant progress has been made restoring power, clearing roads, and responding to storm damage, there is still important work ahead.
As crews continue restoration efforts, we are closely monitoring another round of potentially significant weather expected to arrive this evening and continue through Monday.
What to Expect:
• Widespread rainfall of 2.5–3 inches, with localized amounts of 4+ inches possible.
• The heaviest rain is expected Monday afternoon into Monday evening.
• Slow-moving thunderstorms could produce 1–2+ inches of rain per hour, creating the potential for flash flooding, especially in low-lying areas, locations with poor drainage, and areas where storm debris may be blocking drainage systems.
• Some locations could receive 3–5 inches of rain, with isolated areas potentially seeing more than 6 inches if storms repeatedly move over the same location.

Greenwich Emergency Management Update 1:00pm July 5, 2026
As of 1:00pm, we are down to approximately 23 partially or fully obstructed roads throughout town. Eversource crews continue to make these locations safe, remove hazards, and reopen roadways as quickly as possible.
Eversource has advised that isolated pop-up thunderstorms remain possible this afternoon, with forecasts calling for hazardous wind gusts of 55–65 mph and increasing chances of rain into the evening. Should these weather conditions develop, restoration efforts could be delayed depending on the severity of the impacts.
At this time:
- Approximately 832 customers remain without power.
- There are more than 40 active storm-related incidents still requiring response throughout the community.
- Town departments and officials continue coordinating closely with Eversource to address public safety concerns, clear roadways, and restore power to affected areas.
Response and restoration operations will continue throughout today and are expected to extend into tomorrow as crews work through the remaining outages and storm-related damage.

Original Post: On Sunday morning, Joe Laucella, Greenwich Emergency Director, Joe Laucella issued a report on the July 4-5 storm:
Overnight, the tree Department, emergency responders, Public Works personnel, Parks & Recreation staff, utility crews, and other Town departments worked throughout the night to address storm-related incidents and restore access throughout the community.
I would like to extend a special thank you to all those who worked through the night who once again did an outstanding job. Working overnight, they cleared 21 locations throughout Town, helping to reopen critical roadways and improve access for emergency responders and utility crews.
Current Status (8:00 AM)
- There are approximately 35+ separate unitality incidents in town that require attention.
- Approximately 1,144 Eversource customers remain without power in Greenwich, 170 were restored on the overnight.
- Statewide, approximately 70,000 customers are currently without power.
- 19 roads remain fully or partially blocked due to downed trees, wires, and storm debris.
- More than 35 utility-related incidents remain active and require repair.
- The Town’s network and internal phone systems remain offline as a result of storm-related impacts.
- Administrative phone lines are currently unable to receive incoming calls or place outgoing calls.
- 911 services remain fully operational and continue to function normally.
At this time, Eversource primary focus remains on addressing life safety concerns, making hazardous areas safe, and reopening blocked roadways. Due to the widespread damage throughout western Connecticut, overnight restoration resources were limited. As additional crews arrive today, restoration activities are expected to expand.
The Office of Emergency Management has been assigned an Eversource Community Liaison, and I will be working directly with them throughout the day to help prioritize restoration efforts and address critical community needs.
Unfortunately, the weather threat has not ended.
A Flood Watch remains in effect for our area through Monday. Forecasts indicate the potential for multiple rounds of showers and thunderstorms today through Monday, which may bring:
- Widespread rainfall totals of 2 to 3 inches, with localized amounts of 4 inches or more possible.
- Rainfall rates of 1 to 2 inches per hour, which could result in localized flash flooding.
- Additional thunderstorms capable of producing gusty winds, lightning, and isolated tree and utility damage.
These conditions may create additional challenges for restoration efforts and could result in new incidents across Town.
The Office of Emergency Management will continue to coordinate with Town departments, utility providers, state partners, and the National Weather Service throughout the day. We will also continue to monitor infrastructure impacts, road closures, utility restoration efforts, and weather conditions.
Updates will be shared as conditions change. In addition, OEM will continue posting public information updates on our social media platforms. Departments are encouraged to share those updates through their own communication channels to help keep residents informed.
