The Town of Greenwich on Monday announced the appointment of James Michel as the new Commissioner of the Department of Public Works, effective January 1, 2025.
Mr. Michel succeeds Amy Siebert whose plan to retire was announced last month. Ms Siebert became commissioner in 2008, after serving as the Deputy Commissioner since July 2007. In 2004 she joined the Town as Sewer Division Manager.

Mr. Michel brings nearly 30 years of civil engineering expertise and over a decade of dedicated service to the Town of Greenwich Dept of Public Works.
According to a press release Monday from the town, “Since joining in 2011, Jim has played a pivotal role in transforming Greenwich’s infrastructure through significant improvements, securing over $30 million in grants, and introducing innovative technologies to enhance the Town’s public works operations. His accomplishments include overseeing award-winning initiatives such as the revitalization of a coastal brownfield site into a public park, an intersection enhancement in the historic downtown, and numerous bridge replacements that have strengthened the Town’s transportation network.”
As Deputy Commissioner, Mr. Michel led several major projects including adaptive traffic signal technology installation—the first of their kind in Connecticut. (Arch Street Corridor Project Features Intelligent Software, First Yellow Flashing Arrow April 2022)
The release continues, “His leadership style is rooted in collaboration, creativity, and a hands-on approach to problem-solving, which will undoubtedly guide DPW toward continued success.”
Mr. Michel holds a Bachelor of Science in Civil Engineering and a Master of Business Administration. He is a licensed Professional Engineer in Connecticut and a graduate of the APWA Emerging Leaders Academy.
“I am honored to be trusted to serve the residents of Greenwich as their next Commissioner for the Department of Public Works,” said Mr. Michel in the release. “I look forward to continuing to work with our incredible team and numerous community groups to enhance infrastructure and services for our residents.”
