A new proposal for 171 Hamilton Avenue has been submitted to Greenwich Planning & Zoning.
Many remember a controversial 8-30g application back in 2021 submitted by Joe Pecora of 171 Hamilton LLC to Greenwich P&Z for the property, which is in the LBR-2 zone.
The property features a two family house and former barber shop.
At the time, Mr. Pecora had a team of experts who went before ARC and P&Z multiple times with a proposal to demolish the house and barber shop, and build a 4-story, mixed use “set-aside development” (a type of affordable housing development that is used as part of the 8-30g Affordable Housing Land Use Appeals Procedure) with 6 residential units, of which 2 would be “affordable” for a minimum of 40 years, and a retail component on the ground floor.
The proposal was for a total of 9,564 sq ft of floor area, which would have resulted in a FAR of 1.41.
At the time the Richard Hein from the ARC said the proposed building would begin to change the character of the neighborhood on a massive scale.
The applicant’s architect, Michael Boender said, “This is not going to be the same neighborhood as we move on. Everyone is going to do something different and the zoning is going to change and allow you to do more appropriate as what we are showing now.”
Back in 2020, 171 Hamilton Ave sold from Anthony Sciarrillo to 171 Hamilton LLC for $675,000. That LLC is registered to Greenwich Properties, Inc and the agent is Mr. Pecora.
More recently, on Jan 31, 2025 the property sold from 171 Hamilton LLC to 171 Hamilton Ave LLC for $850,000. That LLC is registered to Frank Rocco with an Armonk address.
Mr. Pecora has made himself scarce at P&Z of late.
Gone is his 8-30g proposal for a 5-story apartment building at 5 Brookside.
His 8-30g proposal for 237 Pemberwick Rd was approved it for 10 units, with two 1-bedroom units to be affordable, but no work has started.

New Proposal: Renovate and Expand Existing 2-Family & Barber Shop
A new proposal has been submitted to P&Z for the property at 171 Hamilton Avenue. The house, built in 1925, was previously owner-occupied by the Sciarrillo family.
It features a three-chair barber shop, a two-family home, a 460 sq ft garage and an enclosed carport.
A letter from agent for the applicant Nick Macri of Macriture LLC dated April 29, 2025 said the proposed project consists of:
Renovation of the 3 station barber shop and a 190 sq ft addition providing an accessible rest room
Renovation and addition of 79 sq ft to the existing first floor unit
Renovation and addition of 54 sq ft to the existing second floor unit Removal of the 3 car garage and construction of a 7-car parking lot
According to the file, there is no landscaping plan for the project as there is no room on the site for any plantings.
Also, according to the narrative in the drainage report, the existing curb cut on View Street is 69 feet wide.
The applicant proposes to install new curbing along View Street and narrow the curb cut to 23 feet wide.
The application has yet to be scheduled for a P&Z commission meeting.
This article was updated to clarify that 237 Pemberwick Rd is not “gone.” It was approved in 2024, but work not started.
