The prestigious national recognition was delivered in a formal letter to Greenwich Housing Authority Chairman Sam Romeo from Benjamin R. Hobbs, HUD Assistant Secretary for Public and Indian Housing. The “High Performer” status honors the agency’s exceptional management, fiscal stability, and effective stewardship of public resources in administering its Housing Choice Voucher (HCV) program.
“This designation reflects the dedication of you and your staff in administering HUD programs with excellence, integrity, and responsible stewardship of public resources,” Assistant Secretary Hobbs noted in the commendation.
HUD evaluates housing authorities nationwide across several critical operational categories to determine their scoring. The Greenwich Housing Authority achieved excellence in all core SEMAP metrics, including:
- Housing Quality Standards (HQS): Ensuring all subsidized units meet strict safety and quality benchmarks.
- Income Redeterminations: Successfully and accurately managing tenant income verifications.
- Lease-Up Rates: Efficiently utilizing vouchers to maximize the number of eligible local families receiving safe, decent, and affordable housing.
Greenwich’s success stands out against a challenging national landscape for affordable housing. In his letter, Assistant Secretary Hobbs highlighted that 414 housing authorities across the country are currently facing severe budget shortfalls, 102 programs are designated as “troubled,” and 6 are under federal receivership.
To increase transparency and celebrate top-tier management like Greenwich’s, HUD recently launched a public PHA Accountability Dashboard where communities can track local housing authority performance.
“This achievement is a direct result of sustained commitment, collaboration, and a shared focus on delivering meaningful results for the Greenwich community,” said Sam Romeo, Chairman of the Greenwich Housing Authority in a press release, adding, “I want to extend my deepest appreciation to our leadership team and staff. Their hard work everyday makes it possible to maintain fiscal stability while expanding access to quality housing for those who need it most.”
The Greenwich Housing Authority (Greenwich Communities) provides high-quality, affordable housing opportunities for low- and moderate-income families, seniors, and individuals with disabilities in the Town of Greenwich.
