Women Charged by Greenwich Police in “Card-Not-Present” Scam

On the afternoon of Aug 31 plainclothes Greenwich Police officers working in central Greenwich business district observed suspicious activity at several local retail stores.

They determined two women from Flushing in Queens, NY – Bengbeng Chen, 32, and Wei Lin, 32, had engaged in “Card Not Present” fraud. Specifically, police say the women had used stolen credit card information that had been uploaded into Apple Wallets on several iPhones that they in turn used without consent of the cardholders to purchase gift cards and merchandise from retail stores.

A search incident to arrest of Ms Lin’s vehicle revealed a significant quantity of previously purchased gift cards, 17 iPhones, retail merchandise and cash.

Ms Chen was charged with:

Conspiracy to Commit Payment Card Fraud
Conspiracy to Commit Payment Card Theft
Conspiracy to Commit/Receipt from Illegal Use of Credit Card
Conspiracy to Commit Identity Theft 3
Conspiracy to Commit Criminal Impersonation

She was able to post her $25,000 bond and has a date in Stamford Superior court on Sept 15, 2023.

She was also able to post $25,000 bona and shares Ms Chen’s date in Stamford Superior Court.
