On Saturday afternoon, a State Trooper patrolling the area of Kings Highway in Fairfield observed a blue Dodge Charger displaying South Carolina plates parked at a local gas station. The Trooper recognized the vehicle from a prior encounter and was aware that its registered owner had an active arrest warrant.
The Trooper requested another unit respond to their location. Once backup arrived, Troopers approached the vehicle and found it to be unoccupied. They then proceeded into the gas station, where they successfully located the registered owner, Howard Charles Parker, 29, of Stamford.
Mr. Parker was wanted by warrant stemming from an incident on Sept 4, 2024 in which state police were conducting seatbelt enforcement in an effort to reduce fatalities on roadways when they observed a blue Dodge Charger with South Carolina plates enter I-95 southbound via exit 28. The Trooper signaled for the driver to stop due to having a heavily tinted window in the front windshield.
The driver, later identified as Mr. Parker instead hit the gas and the Charger took off at a high rate of speed, nearly striking the two Troopers who were on scene.
The Troopers did not give chase due to departmental policy.
Police then learned that back on May 28, Parker was stopped on Rte 8 in his Charger
Mr. Parker was subsequently arrested on the strength of the arrest warrant.

For the incident on Sept 4, Parker was charged with:
C.G.S. 14-222; Reckless Driving
C.G.S. 14-223(a): Disobeying the Signal of an Officer
C.G.S. 53a-167a; Interfering with an Officer
C.G.S. 53a-64; Reckless Endangerment 2nd Degree
Parker was later released on a $20,000 cash/surety bond and is scheduled for arraignment at Bridgeport Superior Court on Dec 9, 2024.
