One of the people was consensually stopped by officers as he was walking near a US Postal Service mailbox. Another person wearing a black puffy jacket and white Nike Air Force One style sneakers was spotted walking away.

After a brief interaction, the detained suspected was released and he left the area on foot.

The area was canvassed and a black leather belt wrapped in electrical tape with sticky glue-like substance on it was observed hanging out of the opening of the blue US Postal Service mailbox just to the north of where officers spoke with the first person.

Officers re-engaged the person and detained him as they conducted their investigation. The person was identified and released. He once again left the area on foot and officers continued to remain in the area to canvass for the other suspect in the attempted mail theft. During this second interaction officers noted a white Toyota Rav4 with Florida registration was the only vehicle parked in the area.

While canvassing the area the same Toyota was observed driving south on Greenwich Ave driven by a man using his cell phone while driving.

Officers stopped he car in front of Mediterraneo.

Upon investigation the driver was identified by his NY driver’s license as Bryan Johan Gilperez, 22. He was also observed to be driving without his seat belt and was wearing white Nike brand Air Force One style sneakers. A black puffy North Face jacket was over the back of the driver seat.

Officers saw in plain view a peeled glue-based mouse trap on the rear floor of the car that criminals often use mouse traps and other sticky substances attached to strings or belts to take mail out of blue US Postal Services mailboxes, a crime commonly referred to as mail fishing.

Gilperez was ordered out of the vehicle and a search of the vehicle was conducted. While conducting the search of the vehicle several more mouse traps were found along with several rolls of electrical tape and crazy blue. A functioning electronic defense weapon was found in the map pocket of the driver’s side door which Gilperez was not permitted to possess in Connecticut.

He was placed under arrest and brought to the police station where he was charged with Failure to Have Seatbelts in Motor Vehicle, Texting while riving, Illegal Possession of Weapon in Motor Vehicle, Possession of Burglar Tools, and Criminal Attempt Larceny 6.

His bond was set at $5,000 and he was able to post the required 10% minimum. He was released and has a date in Stamford Superior Court on Jan 3, 2023.
