Greenwich Police traveled to Rikers Island on Oct 29 to take custody of a Bronx, NY man on an outstanding felony warrant for Illegal Refusal of DNA Testing.
Greenwich Police Lt Patrick Smyth explained that his department was notified by the CT State Police, Public Protection Office of Field Operations that Starling Santana had failed to submit DNA Compliance pursuant to C.G.S. 54-257(c).
A court stipulation of his conviction on Jan 26, 2023 for CGS 53a-48/53a-103 – Criminal Attempt to Commit Burglary 3 (a class D Felony) and CGS 53a-167a – Interfering with an Officer, mandated that Mr. Starling to submit a DNA sample.
The order to comply was issued by the court in March after making several attempts and giving several opportunities for Mr. Santana to submit DNA sample, but he failed to do so.
Mr. Santana was released after posting the required 7% cash of his $50,000 bond. He has a date in Stamford Superior Court on November 12, 2024.
The original incident stemmed back to March 29, 202o on West Putnam Ave. At the time, Greenwich Police announced they had caught “professional car thieves” in an attempted burglary at the BMW dealership on west Putnam Ave. Then, after attempting to flee, Police apprehended Mr. Santana who provided a fake name and New Jersey driver’s license.
Police said Mr. Santana, 28 at the time, and another suspect, damaged a vehicle in the dealership lot, entered it and were attempting to steal it when officers arrived. The two men attempted to flee.
A search incident to arrest revealed Santana and Rodriguez were in possession of less than a half ounce of Marijuana.
At the time, then Lt Zuccerella explained that Mr. Santana and his accomplice were professional vehicle thieves.
“Unlocked vehicle thieves are mainly juveniles from other Connecticut cities. The arrested suspects have a different reason for the theft – mainly profit,” he said.
