P&Z Watch: Rezone of Empty Stop & Shop Property Okayed: Expands Parking for Potential Supermarket by 61 Spots

Good news for everyone eager to see a new supermarket in the vacated Stop & Shop space in Glenville at 21 Glenville Street.

On Tuesday the P&Z commission approved a building zone map amendment that will rezone a 1.3 acres of the 6.2 acres from RA-1 to LBR2 zone.

This will enable the property owner to allow for more parking.

In September, the commission requested a smaller amount of the property be rezoned to LBR-2 in order more closely follow the contour curbing of the proposed parking lot and provide an adequate area for proposed landscaping, a change the applicant agreed to. As a result they will leave more  of the property in the 1 acre residential zone.

The property, known as the Glenville Shopping Center, located on the north side of Glenville Street at the intersection of Glen Ridge Road.

Today it is comprised of two zones: 2.809 acres are in LBR2 zone and 3.368 acres in the RA-1 zone.

With the rezone approved, the applicant can proceed with adding 61 parking spaces.

The parking requirement is 137 spaces.

Currently there are 118 spaces.

They plan to expand the parking lot to have a total of 179 spaces.

 

Stop & Shop has vacated the supermarket building and it is now empty.

The applicant said the goal of the map amendment is to “provide a viable neighborhood retail center that has served Glenville since the 1960s with a supermarket.”

The owner of the property said the addition of the parking spaces would allow them to better market the empty space to a new supermarket chain.

The commission noted the change is consistent with the 2019 POCD guiding principle #5:  Maintain economic vitality in thriving commercial centers. The amendment is also consistent with the related objective to retain, grow and attract businesses and support the business environment in the Glenville Shopping Center.

The need to provide sufficient parking in the shopping center was also identified during the planning process with residents for the 2017 Glenville and Pemberwick Neighborhood Plan.

The vote was unanimous with Peter Lowe, Arn Welles, Bob Barolak, Margarita Alban, and Mary Jenkins voting.

From here, the applicant also has a site plan application pending with P&Z, as well as a landscape plan submitted to the Architectural Review Committee.
