A new pre-application for The Primrose School has been submitted to Greenwich Planning and Zoning.
In 2024, Primrose School had an application with the Town to change use of a space at 16 Old Track Road, across from J Lofts from Industrial to School. That location was previously occupied by CNG, who vacated 12,928 sq ft of space.
That application at Old Track Road was withdrawn after feedback focused on safety concerns including traffic flow.
The new application is from new Greenwich Park LLC, who own Greenwich Office Park property at 51 Weaver Street. Building 2 at Greenwich Office Park is an office building campus with multiple buildings, various driveways, parking lots and parking garages in the GBO zone.

A letter from attorney John Tesei to P&Z says the applicant seeks to change the use of a portion of building 2 from General Office to School for Primrose School, a private early education and care school serving infants through kindergarten. Primrose School has over 550 schools throughout the United States.
Tesei’s letters says that in addition to the indoor space, the school will have secure, exclusive use of approximately 2850 sq ft of adjacent area for outdoor activities as well as an exclusive parking area. Primrose Schools operate from 6:30am to 6:30pm.
Much of the letter focuses on the drop off and pickup, which were challenges at the 2024 application on Old Track Road.
All children would be brought into the building by a parent and picked up in the building by a parent. Both pick-ups and drop-offs occur over an approximate two-hour period, and 17 of the dedicated parking spaces will be reserved for this purpose.
The full occupancy of the school is expected to be 152 children, though the letter says the schools average portfolio-wide is occupancy of 85%, meaning the operation would likely be less intense. Further, the letter says they anticipate employees on site at one time would be approximately 25 and that about 50% would use public transportation or be dropped off.
The school would have its own dedicated entrance to the building.
The application is not yet scheduled for inclusion on a P&Z commission meeting.
