Tally of Dogs Seized Rises to 27 after Second Person Charged with Animal Cruelty in Winchester

On Tuesday, police in Winchester, CT announced they had arrested Sarah Smolak, 28, of 86 Strong Terrace in Winsted, and charged her with two counts of Cruelty to Animals 53-247(a).

On Wednesday that department made a second arrest.

David Reid, 28, also of 86 Strong Terrace in Winsted, turned himself in at police headquarters Wednesday morning and was arrested on an outstanding warrant related to WPD Case #2025-1877, on one count of Cruelty to Animals 53-247(a).

The warrant for Mr. Reid’s arrest was part of the ongoing cruelty to animals investigation that is being conducted by the Winchester Police Dept in cooperation with the Town of Harwinton Regional Animal Control Dept, and Animal Control Officers with the State of Connecticut Dept of Agriculture.

Mr. Reid was held on a $75,000 police bond and was transported to the Litchfield Judicial District Courthouse GA#18 in Torrington Wednesday morning.

Police noted in their release on Wednesday that a total of 27 dogs were seized on Tuesday as part of their ongoing investigation and the dogs are being examined, housed and cared for locally. Police noted they originally reported that 24 dogs were seized.

On Wednesday, AMA Animal Rescue said in an email that they commended the Winchester Police Department for the arrest of David Reid for animal cruelty in connection with Sarah Smolak.

“This reinforces that the State of Connecticut will not tolerate any level of animal cruelty, they said, adding, “Unfortunately Marshmallow was not one of the 27 dogs that were recovered by law enforcement yesterday. We hope this investigation leads to bringing Marshmallow home safely and are offering a $2500 reward for any information leading to his safe return.
