On Sunday around 4:30 several Greenwich Police units responded to an incident on Arch Street under I95.
According to Captain John Slusarz, police observed a vehicle was wanted in connection to a felony criminal investigation by their department.
The vehicle was stopped and a shoplifting device – a bag lined with metal – was located next to a roll of silver/gray colored duct tape, along with what appeared to be proceedings from a shoplifting spree.
Police say these homemade shopping bags are used to defeat security measures when leaving retail stores.
Three people were arrested: Diego Lugo-Gutierrez, 29, of Brooklyn, NY; Karen Monsalve, 34, from Brooklyn, NY; and the driver, Freddy Camilo Rodriguez-Silva, 33, of Maspeth, NY.
All were charged with Possession of a Shoplifting Device.
Bond for each suspect was set at $1,428, and they share a date in Stamford Superior Court on Feb 16, 2024.
The driver, Mr. Rodriguez Silva, was additionally charged with Driving an Unregistered Motor Vehicle, and Operating without a License.
Police said his car had a suspended out of state registration and he was driving with a learners permit and no other licensed drivers in the vehicle.
