Greenwich Police responded to Heather on May 1 just after midnight on a report of an incident, but while on scene no violations were found.
However, 12 days later, new evidence emerged that the offender, Scott Kelland, 58, of 4 Heather Lane, had swatted a cell phone out of the victim’s hand.
An arrest warrant was issued for Disorderly Conduct.
Kelland was advised of the warrant and turned himself in to Greenwich Police on July 3.
He was able to post his $1,000 bond and assigned a date in Stamford Superior court on July 5, 2018.
