Around 12:40am on Nov 2 Greenwich Police spotted a car with an expired license plate traveling on Byram Rd.
A motor vehicle stop was conducted and a search revealed marijuana and items consistent with the packaging and sale of drugs.
Joel Arroyo, 24, of Shorefront Park in Norwalk was charged with Possession of Drug Paraphernalia, Possession with Intent to Sell and Possession of an Illegal Substance.
His bond was set at $250 and he has a date in Stamford Superior Court on Nov 16, 2018.
