Significant Site Disturbance Proposed for Backcountry Project

An application to Greenwich Planning & Zoning proposes the demolition of the existing single-family residence at 86 Howard Road in backcountry, and the construction of a new single-family  residence with accessory site improvements.

The existing house was built in 1966.

The project site contains approximately 5.34 acres in the RA-4 zone.

Construction of the new house would involve the clearing of approximately 2.78 acres of all trees and shrubs.

The proposed development would result in an increase in impervious area of approximately 0.40 acres.

According to records in the assessor’s office, 86 Howard Road sold from Jan Koos Oostdijk and George Rutgers to 86 Howard LLC on June 29, 2026 for $3,050,000.

According to the project narrative the proposed scope of work includes:
• Demolition of the existing single-family residence and appurtenant structures
• Construction of a new 7-bedroom single-family residence
• Construction of a new 1,200 square-foot pool house
• Installation of a new in-ground swimming pool
• Construction of a new tennis court
• Installation of new sidewalks and pedestrian walkways connecting the residence, pool house, and site amenities, including a new driveway.
• Installation of a pea gravel courtyard area
• Installation of new septic system and drilling of a new well.

Portions of the property fall within the Wetlands Upland Review Area

The subject property is located within the jurisdiction of the Greenwich Inland Wetlands and  Watercourses Agency (IWWA).

Although the watercourse is beyond the property boundary, a portion of the property  falls within the regulated 150-foot upland review area associated with this off-site watercourse.

The application is on the IWWA’s Aug 24 meeting that starts at 7:00pm.

The application to P&Z is not yet on a P&Z agenda. A timeline for demolition is not yet available from the building department.
