Second Glenville Public Forum Set for Monday at Glenville School

 

A second Glenville public forum is scheduled for Monday, Oct 30 at 6:00pm at Glenville School. There is also a Zoom option. The first Glenville forum, on August 14, was held at the Glenville Fire Station and was standing room only despite it being peak vacation time. Glenville School will accommodate more people.

Some of the topics that might come up again include flooding, contamination, traffic, development pressures, the condition of the dam near 200 Pemberwick Rd, and requests for sidewalks.

Also, a proposal to tear down the 217-bed nursing home at Greenwich Woods and construct a five-story, 215-unit set aside development pursuant to Section 8-30g of the Connecticut General Statutes where 30% of the units would be designated “affordable,” with parking for 294 vehicles, on the 16 acre property at 1165 King Street. In fact, that proposal is on the The future of the empty Stop &  Shop in Glenville will likely be brought up. The P&Z commission at its last meeting approved a building zone map amendment that will rezone a 1.3 acres of the 6.2 acres from RA-1 to LBR2 zone. This will enable the applicant to add parking spaces (61) a new supermarket would seek. Next steps? The applicant also has a site plan application pending with P&Z, as well as a landscape plan submitted to the Architectural Review Committee. Also the redevelopment of 9 Glenville street may come up again. The P&Z commission is overseeing the application to remove the historic Queen Anne style Victorian house that dates back to 1898 in a historic district. In May, June and July discussion revolved around possible removal of ledge rock to create parking and whether to have retail on the ground floor. The commission is still considering amendments to 6-110 (workforce housing reg) that would enable residential for the ground floor.

Other topics that came up at the Aug 14 forum that may come up concern the future of 200 Pemberwick Road, where an 8-30g was proposed but has not been on a P&Z agenda since January. The proposed development at 1 American Lane may come up.  That is the parcel in the northwest corner of town that can only be accessed via New York because it is cut off by I-684.  The applicant seeks a Zoning Text Amendment, to amend section 6-116 of the Town’s Building Zone regs to create an “overlay zone” to permit residential uses in the BEX-50 Zone, allows offices, cultural and wildlife reservations in natural park areas and cemeteries as of right. While the property contains 586,295 square feet of office space, much of the 154.5 acre lot is undeveloped. At recent meetings, an attorney representing neighboring IBM has testified about the impacts of the proposal to their property should they propose to develop it for residential use as well. The applicant has been working with the town’s Affordable Housing Trust Fund on a “fee in lieu” of about $12 million. In addition to the First Selectman, representatives from the Greenwich Police Department, Planning and Zoning, the Department of Public Works, Parks and Recreation, and Environmental Affairs have been invited to participate and answer questions.
