April 18 P&Z Agenda Includes Proposed Sound Beach Ave Mural in Old Greenwich

Update: The proposed mural on the side of a building in the village of Old Greenwich on Sound Beach Ave will be a discussion item during Tuesday’s P&Z commission meeting, which starts at 4:00pm via Zoom only.

There will be an opportunity for public comment, but it will likely be several hours into the meeting, as the mural is item #13 on the agenda.

“UB Greenwich II – OGCC LLC; application PLPZ 2023 00082, for a pre-application review pursuant to Sections 6-13 through 6-17, and Section 6-22 of the Town of Greenwich Building Zone Regulations, and Connecticut General Statutes 7-159 b, to propose execution of a 1,440 sq. ft. mural on a 0.5289-acre property located at 178-188 Sound Beach Avenue in the LBR-2 zone.”

A new pending application with the Greenwich Planning & Zoning Commission is for a mural on the side of a building along Sound Beach Avenue in the village of Old Greenwich.

According to the pre-application narrative, Black Oak Vello and the building owner of 188 Sound Beach Ave seek to partner with RiseUP for Arts to consult and execute a 1,440 square foot mural on the exterior side-wall of the 188 Sound Beach Ave building.

According to the application on file the owner of 188 Sound Beach Ave is “UB Greenwich II – OGCC LLC.” According to the Secretary of State website, that LLC is registered to Urstadt Biddle Properties Inc.

RiseUP would support in the end to end management of the project, including Town of Greenwich approvals. A full list of RiseUP’s services for this project are listed below. The initial design scope is to create a mural that welcomes visitors to Old Greenwich while honoring the rich history and landmarks of the community.

RiseUP is a state-wide non-profit aimed at creating public art that is inclusive and accessible for anyone. The organization has completed over 100 mural and place-making projects since 2015 throughout Connecticut.

Their proposed “best case” timeline scenario is:

• Fall 2022: Sign contract, process deposit, develop community engagement and mural
execution plan, begin fundraising
• Winter 2022: Secure approvals, complete fundraising
• Spring 2023: Execute mural

The estimated total cost for the mural is $31,730.

RiseUP for Arts is a 501(c)3 nonprofit entity that would serve as fiscal sponsor for all donations and
sponsorships for project. This allows individuals/companies to take a Tax-Deduction, including
for the Consulting Deposit.

To date, the P&Z file for the application contains one resident letter opposed to the mural, saying the person was “completely against a Miami Beach looking postcard mural in Old Greenwich
