Historic District Commission Notice of Feb 12, 2025 Meeting

Notice is hereby given that on Wednesday, February 12, 2025 at 7 P.M. an in person Public Hearing will be held in the Mazza Meeting Room on the 1st Floor of Town Hall by the Historic District Commission of the Town of Greenwich to hold their regular monthly meeting as required by Connecticut General Statute Chapter 97a, Section 7-147a through 7-147y.

The applicant has submitted plans to Planning and Zoning Commission to propose the construction of an in-ground pool on the premises. The property, known as the “Daniel Reynolds House,” is currently developed with two (2) dwellings: a single-family residence and a guest house over the garage. The property has three different “sections” to it, i.e.: (1) the western original section, circa 1743; (2) the middle section, circa 1810; and, (3) the east wing, circa 1917. The proposed pool would be constructed to the immediate south of the main residence and depicts fencing around the proposed pool as required by law.

This applicant is the Town of Greenwich, originating from the First Selectman’s Office to propose the planting of ten new trees in the park, along with the erection of a statue of George H. W. Bush at the corner, in addition to a water fountain to be installed in front of the statue at the very extremity of the sidewalk corner and park entrance. This park is in front of the old Post Office building which is now 310 Greenwich Avenue’s Restoration Hardware storefront. Plans and other materials have been mailed to the Commissioners as a result of Planning and Zoning informing the Office of the First Selectman that an advisory opinion would be sought for this application by the Planning and Zoning Commission to review.

The applicant is seeking feedback and an opinion on the proposal to include the 1.22-acre parcel consisting of the second oldest burial ground as well as park land in the parcel at Cos Cob, abutting the Mill Pond, to the Strickland Road/Mill Pond Court Historic District. The applicant has begun the initial process required by state statutes in Chapter 97a, Section 7-147a through y; thereby the Commission is sought to review the merits of the applicant’s request and proposal of the said inclusion into the said historic district.

This property was requested to be brought before the commission. It is situated, and a part of, the Stanwich Historic District. Mr. Mead desires to understand the opinion of the Commission on the merits of a potential owner acquiring the property and to re-establish portions of its 5.2 acres into a working farm to grow and sell produce. The proposal encompasses various raised beds, in-ground rows of crops, and flower gardens to cultivate for the local market and to maintain the farming tradition and legacy of the Town of Greenwich.
