On June 28 around 4:00am, Greenwich Police observed a vehicle on Delavan Avenue in Byram operating with the front passenger hanging fully outside of the vehicle through the open window.
Police followed the vehicle and observed the it weaving within the lane of travel and crossing over the solid white lane dividing line.
When police conducted a motor vehicle stop, they said the driver, Julia Maria, Mannella, 28, of Norwalk, stopped the vehicle in the left lane of travel, completely blocking an intersection.
After initial contact was made, police said Mannella was advised to move her vehicle to a safer location.
While moving her vehicle, Mannella backed into the front of the police cruiser.
Upon investigation, Mannella was exhibiting signs of alcohol impairment. She was requested to submit to field sobriety tests, which she was unable to perform to standard.
She was then placed under arrest and charged with Reckless Driving, Illegal Operation Motor Vehicle Under Influence, Failure to Drive in Proper Lane, Unsafe Backing.
Police said Mannella was later released, when sober, after posting the required 7% ($21.00) of her $300 bond.
She was assigned a date in Stamford Superior Court on July 7.
