The Byram Neighborhood Association requested restrictions on smoke shops noting recent police activity and violations among the cluster of them in the area of Mill Street and North/South Water Streets. Byram is attractive to smoke shops because New York has tougher laws. New York longer allow flavored vapes and restrict ENDS, which is a nicotine delivery system.
