Red Light Runner at Bottom of Exit 3 Charged with DUI, and Driving without License

On Sept. 3 around 6:30 pm, Greenwich Police responded to a car accident at Arch St and I-95 at exit 3. The on scene investigation revealed that Juan Marcos Cebanos-Monfil, 30, of 39 Old Field Point Rd in Greenwich, was traveling west on the Interstate 95 Exit 3 southbound off ramp approaching Arch Street and failed to stop for a red light. According to Police Cebanos-Monfil struck a vehicle traveling south on Arch Street. Also, it was determined that Cebanos-Monfil did not have a valid operators license.

Officers observed that Cebanos-Monfil had glassy, red eyes, and was unsteady on his feet. Also, according to Police he had the odor associated with the consumption of alcoholic beverages emanating from his person and breath. When asked to submit to a series of Standardized Field Sobriety Tests, Cebanos-Monfil was unable to perform them to standard.

Cebanos-Monfil was placed under arrest and charged with Operating Under the Influence, Operating Without a License, and Failure to Obey A Traffic Signal. Cebanos-Monfil was released from Greenwich Police custody after posting a $250 cash bond and has a date in Stamford Superior Court on Sept. 17.
