GPD Plain Clothes Officers Spot Suspicious Activity at Local Bank, Resulting in Two Arrests

Greenwich Police arrested two men on Dec 17 after plain clothes officers spotted suspicious activity at a bank in central Greenwich’s business district.

Police patrol officers and plain clothes officers working in the area of East Putnam Ave responded around 2:00pm, where they were able to detain and positively identify Denis Savgir, 41, of Brooklyn, NY and Delroy Brooks, 37, of Staten Island, NY.

Investigation revealed that the duo conspired together for Mr. Savgir to present documents, including a counterfeit Florida driver’s license with an identity theft victim’s Personal Identifying Information (PII), in an attempt to open a business checking account with the intent to use that account for fraudulent check deposits.

Police said Mr. Brooks was operating a vehicle parked nearby and found to have provided the ID Theft Victim’s PII to Mr. Savgir.

Savgir was charged with Larceny 6, Conspiracy to Commit Larceny 6, Identity Theft 3, Conspiracy to Commit Identity Theft 3, Criminal Impersonation,Conspiracy to Commit Criminal Impersonation, Forgery 2, and Conspiracy to Commit Forgery 2. He has a date in Stamford Superior Court on Jan 2, 2025.

Mr. Brooks was charged with Conspiracy to Commit Larceny 6, Conspiracy to Commit Identity Theft 3, Illegal Traffic in Personal Id Information, Conspiracy to Commit Criminal Impersonation, Conspiracy to Commit Forgery 2 and Criminal Attempt/Tampering with Physical Evidence.

His bond was set at $100,000, which he was unable to post. He was given a date in Stamford Superior Court on Jan 2, 2025.
