When Greenwich Police spotted a vehicle traveling west on East Putnam Ave on Aug 16, they recognized a passenger as a man with an active arrest warrant, William S Walsh, 49, of Port Chester.
Police made a motor vehicle stop in the area of Cary Road, and while speaking with the three occupants of the vehicle, officers observed in plain view an empty glassine baggie with residue and a piece of brillo in the driver’s door compartment and center console area by the front passenger seating positions.
Based on officers training and experience, brillo is commonly used as a filter or screen in crack cocaine pipes, and glassine baggies with residue are consistent with narcotics use.
Mr. Walsh was arrested based on the active arrest warrant. A search incident to his arrest revealed a white powder-like substance packaged in glassine bags, which later tested presumptive positive for cocaine and 67 empty glassine bags with an apple logo.
Walsh advised that a backpack located on the front passenger seat was his property. The search of the backpack revealed:
• a weighing scale with a white powder-like substance
• 24 syringes, 20 needles
• 52 glassine bags, including 44 with residue
• a vial containing an unknown liquid
• 4 crack pipes, four metal rods for cleaning pipes
• a ball of brillo
• 5 metal spoons containing white powder-like substance
• a snorting tool with white powder-like substance
Walsh was charged with:
Possession of a controlled substance
Possession of drug paraphernalia
Possession with intent to sell of controlled substances
He was unable to post his $10,000 bond and was assigned a date in Stamford Superior Court on Sept 3, 2025.
