Hector Arzeno (D-151) and Steve Meskers (D-150) have secured an additional 15% pre-K reimbursement rate for Old Greenwich School, an outcome that was previously out of reach due to technicality tied to the project’s application date.

The original cutoff was established in the 2025 school construction bill, which included enhanced reimbursement rates for projects incorporating pre-K classrooms, but only for those meeting a specific application deadline. Recognizing the impact on Old Greenwich School, the representatives successfully introduced and passed an amendment that provided the necessary flexibility for the project to qualify.
This change translates into more than $8 million in additional reimbursement for the school’s renovation.
“As a member of the Education Committee, and working alongside the Old Greenwich Building Committee, I’m proud we were able to get this over the finish line in a budget where education and early childhood education have been priorities,” Rep. Arzeno said in a release. “I also thank my colleague Stephen Meskers for his instrumental role in advancing this measure.”
“It is my pleasure to report that the Old Greenwich School renovation will now qualify for this reimbursement,” Rep. Meskers added. “These funds will help bring the school up to date and into compliance across key areas, including accessibility, fire safety, and other improvements that enhance student health and safety.”
The multi-phase renovation project is expected to continue through January 2029.
Early work is already underway, including site fencing and removal of the old playground.
Phase 1A will focus on constructing a new kindergarten addition and upgrading outdoor spaces, laying the groundwork for broader campus improvements.
