A new pre-application to Greenwich Planning & Zoning proposes to demolish an existing 18,000 sq ft three-story house at 18 Simmons Lane and build a new single story house plus two guest houses, as well as a pool house.
The property is on a 7 acre lot in the RA-2 two acre zone.
According to the applicant’s narrative, the P&Z commission saw this property as part of two previous site plan and special permit applications. One involved the renovation and addition to the existing house was decided in 2010. The second was in 2012 and involved the demolition an deconstruction of the dwelling.
According to the field card the existing home has 7 bedrooms, 12 baths and 6 fireplaces.
The property was advertised in 2023 as an opportunity to renovate the European-inspired colonial or build on the oversized lot. A November 2023 article in Greenwich Time said, “The 1920s-period house has been mostly gutted, making room for a clean-slate and grand-scale renovation. It is being sold ‘as is.'”
According to the Assessor’s office the property sold from Olga Kogan to Simmons Owners LLC for $7 million in August 2023.
It most recently sold on May 8, 2024 from Simmons Owners LLC to 18 Simmons Lane LLC for $10,400,000.

According to the new application to P&Z, as a single-story structure, the new dwelling will have a maximum height of 22′-8″ from average grade.
Also, per the narrative, property is serviced by Aquarion Water and the applicant will provide three areas for on-side septic systems.
While there is a wetland area on the property, all work proposed will be outside the 100-foot review area.
The main house with the guest houses and pool house will total 23,860 sq ft, which will exceed 150,000 cubic feet and therefore requires not only a site plan but also a special permit.
The application is not yet scheduled for a P&Z meeting agenda.
