The U.S. Army Corps of Engineers New York District and with US Congressman from Connecticut Jim Himes will host the meeting to provide status update on the design progress for the Byram River Basin Flood Risk Management Project.
The public meeting will be held on Tuesday, April 22, 2025, at 7:00 pm at Greenwich Town Hall, with a Zoom link also available:

The meeting will provide a status update on the Pre-Construction Engineering and Design (PED) Phase for the Byram River Project—a federally authorized initiative focused on reducing the risk of fluvial flooding in both Greenwich and the Village of Port Chester, New York.
The Chief’s Report was approved on May 7, 2020, recommending Alternative 5a – removal and replacement of the Rt. 1 Bridges to Congress for authorization. The project is authorized for construction in Section 401 WRDA 2020.
The PED phase started in April 2023 with execution of the Design Agreement with Town of Greenwich as the non-Federal sponsor. The PED effort is 100% Federally funded under the Disaster Relief Supplemental Appropriation Act (DRSAA) ’22.
The plan will reduce risk of damages from fluvial flooding in Town of Greenwich, Connecticut and Village of Port Chester, New York.
The principal features of the authorized plan include removing and replacing the two Route 1 Bridges in the Village of Port Chester, NY. The new bridges will be built within the same footprint at a higher elevation and without any center piers to reduce restrictions to river flow.
