P&Z Watch: Addition Proposed at Former BNY Mellon Building on Mason Street

A new pre-application has arrived at Greenwich Planning & Zoning that includes a three story addition at the back of the office building at 10 Mason Street. The property is one of two that sold from BNY Mellon National Association in 2025.

According to the Hartford Business Journal, both LLCs are tied to Atlas Holdings, a private equity firm based in Greenwich.

According to the narrative from attorney John Tesei that accompanies the application, the property is located in the CGB zone and Central Greenwich Impact Overlay Zone on 1.3913 acres.

The building was first constructed in 1954 with two stories. In 1962 it was increased to four stories, with land added for parking for a total of 60 spaces including two ADA spaces.

In 1962 outdoor teller stalls were added, but were removed recently.

Today there is a four story office building with 33,080 sq ft of FAR that is partially located in the building’s basement plus the four above-grade stories. The building has been continually used as office space since its inception.

The applicant intends to substantially renovate the building in order to relocate their headquarters from a smaller building also located in central Greenwich.

Renovations proposed include the three story addition to the rear of the building and relocation of a portion of the basement office space to that addition.

Total zoning floor area would decrease from 33,080 sq ft to 33,000 sq ft. The number of parking spaces will remain as approved in 1962.

The applicant is required to go before the P&Z commission because the proposed volumetric increase exceeds 40,000 cubic feet and requires a special permit.

There is currently seating for 206 employees and the applicant anticipates 150 employees. The building coverage today is 6,842 sq ft and that would increase to 11,584 sq ft – 19.1% of the lot area, which is below the maximum allowed 30%.

The application has yet to be scheduled for a P&Z meeting.
