New Application at Greenwich Crossing Would Increase Restaurant Seating from 112 to 150

A new pre-application arrived at Greenwich Planning & Zoning from GP Holding Company to modify previous approvals for “Greenwich Crossing,” a development that includes a restaurant at the corner of Steamboat Road and Arch Street.

In March of 2023, the Greenwich P&Z commission unanimously approved a final Coastal site plan and special permit for the $30 million renovation of the Greenwich train station including the waiting area and storefronts along Railroad Ave, as well as demolition of the empty movie theater building to be replaced with a 5,000-square-foot restaurant with outdoor dining and a modernized, more accessible plaza.

The project kicked off with a ceremony featuring Governor Lamont was held in October 2024.

In late January, The Ashforth Company announced the completion of the newly renovated Greenwich Train Station, a major milestone in its $30 million, multi-phased Greenwich Crossing redevelopment.

The new pre-application seeks to increase the approved seating of a new restaurant at 34 Railroad Ave from 112 seats to 150, and introduce a valet parking program.

The building footprint would not change.

According to the 2023 approval, GP Holding Company was authorized to demolish the former Bow Tie Cinema theater and construct a new mixed-use 112-seat restaurant and retail building with pedestrian plaza. The approval included  improvements to pedestrian access to the train platform, interior and exterior renovations to the remaining mixeduse building, upgrades to the train station and sidewalk improvements along Railroad Ave and Steamboat Rd.

The 2023 approval recognized the site had a longstanding legal parking non-conformity of 100 spaces where 145 would be required.

In order to maintain the site’s pre-existing parking nonconformity, the applicant proposed, as part of the 2023 approval, a mix of uses to function within the existing parking supply, including the 112 seat restaurant.

According to the new pre-application narrative, “…as the applicant has worked with prospective restaurant operators it has become clear that a  seating count of 150 better aligns with the operational needs of a full-service restaurant within a space of this size.”

The seating would break down into approximately 130  dining seats and 20 bar seats.

The additional seating capacity would equate to 19 additional parking spaces based on the parking ratios set-forth in town regs.

In order to  accommodate the contemplated 150-seat restaurant while continuing to maintain the pre-existing parking  nonconformity, the applicant says a full-time valet parking program using the on-site parking  lot would be managed by a professional parking management firm.

The application says restaurant operators who have evaluated the space have expressed a preference to offer valet parking during dinner service even if it is not required by the town to satisfy parking demand.

The applicant’s current  parking management consultant, Propark Mobility, has advised that the site appears capable of comfortably accommodating the additional
19 vehicles through professionally managed valet operations, and that there is adequate space on the property for queuing and staging without creating any backup or congestion on Railroad Ave.

The application is not yet scheduled for a P&Z commission meeting.
