Greenwich Police congratulated Officers Jack Livingston and Alex DeLuca, who are named as Greenwich Police Dept Officers of the Month for their exceptional police work and dedication to combating organized retail and financial crime.
During July, while assigned to the Greenwich Police Department’s Organized Retail Crime Abatement (ORCA) Unit, Officers Livingston and DeLuca were credited with 17 custodial arrests involving payment card fraud, larceny, identity theft, impersonation, and other financial crimes. They also completed three additional arrest warrants for suspects who were not apprehended at the time of the original incidents.
Several of these cases began with the officers’ own observations and initiative. Their investigations included the arrest of a shoplifting suspect at a local business who was later connected to an organized theft group, as well as the recovery of a stolen van following an LPR alert, which led to the identification of two individuals operating an illegal moving company.
The officers also initiated multiple investigations involving suspected credit card fraud and organized retail theft at local businesses. One investigation resulted in four arrests and the seizure of nearly $7,000 through asset forfeiture proceedings, with the suspected ringleader now under investigation by the NYPD Financial Crimes Task Force. Information developed through another investigation was shared with the FBI and Homeland Security Investigations (HSI) and will also be incorporated into training through the Fairfield County Detective Conference.
Through strong relationships developed with local loss prevention professionals, Officers Livingston and DeLuca also identified individuals associated with an organized theft group suspected of committing fraud and larceny across multiple states. Intelligence developed through these investigations was shared with at least a dozen other jurisdictions, HSI, and the U.S. Postal Inspection Service, assisting other agencies with identifying suspects connected to their investigations.
Their work also contributed to a significant investigation that began with the officers’ observation of suspicious ATM activity. Following the arrests of two suspects, approximately $18,000 in cash and $240,000 worth of jewelry were seized through asset forfeiture proceedings. Subsequent search warrants uncovered information related to more than 300 stolen payment cards and numerous victims, with the cards allegedly used to fraudulently obtain more than $80,000 in cash over a three-month period. The continued investigation resulted in additional arrest warrants for both suspects.
Officers Livingston and DeLuca were also invited by prosecutors at Stamford Superior Court to present their recent investigations and share their knowledge and experience during an in-service training.
Their work throughout July reflects the initiative and commitment they have demonstrated throughout the year. Year to date, Officers Livingston and DeLuca have made a combined 117 arrests.
Through their proactive policing, investigative skill, strong relationships with the local business community, and collaboration with law enforcement partners at the local, state, and federal levels, Officers Livingston and DeLuca have exemplified the mission and values of the Greenwich Police Department.
