Greenwich Police Special Victims Section conducted an investigation that began on September 11, 2025, following a reported incident involving a juvenile victim.
On Thursday, September 11, 2025, at approximately 8:11am, police received a report that a 13-year-old female was grabbed from behind by an unknown adult male while walking to middle school in the area of Lockwood Road and Breezemont Avenue.
Detectives from the Special Victims Section immediately initiated an investigation into the incident.

As a result of investigative efforts, detectives identified Hector Romero Vargas, 32, of Port Chester as the suspect and subsequently placed him under arrest in connection with the assault.
At the time of his arrest, Romero Vargas was in possession of a cellular phone, which was seized as evidence.
A second investigation was conducted and Detectives obtained two search warrants to conduct a forensic examination of the device.
The forensic investigation of the phone, conducted pursuant to two authorized search warrants, revealed digital evidence that included multiple files containing sexual abuse material (CSAM), as well as numerous voyeuristic photographs and video recordings.
Investigators also recovered screenshots associated with a concealed video recording device that had been placed inside a bathroom stall at an establishment in Greenwich.
Due to the facts of the investigation a second arrest warrant was issued.
On May 14, 2026, Hector Romero Vargas was arrested for the following charges:
