A new site plan application has been submitted ot Greenwich Planning & Zoning for “adaptive reuse of an obsolete office building” at 1 East Weaver Street at the corner of West Putnam Ave.
The office building was constructed in approximately 1985.
The proposal is to create 44 market rate rental units distributed across three floors of the office building and two levels of parking, both at and below grade.
There is no mention of affordable units in the written narrative from the applicant’s attorney John Tesei dated March 2, 2026.

The applicant is Fareri Associates, L.P. According to the application file, Fareri Associates has contracted to purchase the property from its owner, One East Weaver Street LLC.
The 3.2+ acre property is in the GBO commercial zone and features a “mostly-vacant” three story office building with two levels of underground garage.
The total Floor Area of the building is approximately 74,000 square feet resulting in an FAR of 0.52.
According to architect for the project Ron Hoina, AIA, “Our goal, is bringing life back into an outdated office building creating a multi-family residential building structure.”
Tesei said in a letter to P&Z,” The Property is improved with a mostly-vacant 3 story office building containing 2 levels of underground garage. The total Floor Area of the building is approximately 74,000 square feet resulting in an FAR of 0.52.”
Tesei said the 44 dwelling units would be a mix of 22 one-bedroom units, 20 two-bedroom units and 2 three-bedroom units. There are no site changes proposed.
“Minor architectural changes will be made such as adding small balconies within the building frame itself and rooftop terrace amenities for the residents,” Tesei wrote. “A small portion of the upper level garage area will be converted to resident amenities.”
Tesei’s letter said the number of parking spaces at this time is approximately 224 plus ADA spaces. There are about 15 interior parking spaces that will be used for the building amenities, leaving still a total number of spaces well over 200.
“The parking requirement under the Regulations for the 44 units is 84 for the one and two bedroom units and 6 for the three bedroom units, for a total
requirement of 90 parking spaces plus at least 4 ADA spaces.”
The application has yet to be scheduled for inclusion on a P&Z commission agenda.
