Children’s Learning Centers of Fairfield County announced the appointment of Noah Lapine as Chair of its Board of Directors.
Mr. Lapine is the Executive Chairman, Americas at adm Group, a marketing services agency. He previously served as CEO of Lapine Associates, was the founder and Chairman of Effectus Partners, and oversaw their acquisition by adm Group.
A life-long Stamford resident, Lapine has served on the boards of a number of community organizations, including CLC.
He is currently a member of the Boards of Directors of First County Bank, the Mill River Park Collaborative, and Building One Community, and was a founding member of the Fairfield County Business Collaborative for Education Equity.
Laine holds a Master’s Degree in Public Administration from New York University’s Wagner School and a Bachelor of Arts from the University of Rochester.
“As a decades-long fan and supporter of CLC, I am delighted that this organization, which is so vital to the Stamford community, has asked me to serve as board chair. I join the exceptional staff and my dedicated colleagues on the Board during a time of great change in the early childhood arena, in our city and certainly at CLC,” Lapine said in a release.

CLC welcomes four new members to its Board of Directors
The Board also elected Tremane Bartley, Amy Beldotti, Scott Conley and Carmen Hughes to the Board at its January meeting.
Dr. Tremane Bartley is the Clinical Director at Bartley Family Orthodontics and Bridgeport Braces, overseeing operations across offices in Stamford, Bridgeport and Windsor. A board certified orthodontist with a Degree in Dentistry from the University of Connecticut School of Dental Medicine, he also served as Chief Resident for the Department of Orthodontics at Bronx-Lebanon Hospital Center. Bartley is actively engaged in professional associations such as the American Association of Orthodontists and the American Dental Association. He is deeply involved in the community, serving as a past board member for 100 Black Men of Stamford, on the Board of Directors for the Cardinal Shehan Center in Bridgeport and as a Citizen Advisor to the Ferguson Library in Stamford.
Amy Beldotti is the Chief Academic Officer at Stamford Public Schools (SPS), where she is responsible for developing and overseeing the K-12 curriculum for the district and has a focus on early childhood education, overseeing multiple departments including Enrichment and Supplemental Programs (responsible for the Apples program) and English Learners Programming. With 25 years experience in the education sector, Beldotti has served as Associate Superintendent for Teaching and Learning, school principal, assistant principal, individual learning need coach, and speech and language pathologist for SPS. Beldotti holds a Bachelor of Arts in Speech/English from Wittenberg University, Springfield, Ohio, a Master of Science in Communication Disorders from Southern Connecticut State University and Educational Administration and Supervision Certification from the University of Bridgeport. Beldotti is Co-Chair for the Early Grade Reading Community Action Network within Stamford’s Cradle to Career Network and serves on the Science Advisory Council of the Stamford Museum and Nature Center.
The Cradlerock Group’s owner and CEO, Scott Conley is a globally experienced leadership development consultant and coach who has worked with a widely diverse client base over the past twenty years. That work has included focused interventions for intact executive teams, longer management curriculum programming, and individual executive coaching for C-suite executives across a portfolio of client organizations. Conley is involved locally on the Board of the Stamford Partnership, the Citizen’s Advisory Council for the Ferguson Library, and is a past Board member at the Bartlett Arboretum. At CLC, he served as a past Board Chair and is a member of the Jennifer Lapine Leadership Council. Conley holds a Bachelor of Arts Degree from the University of Connecticut.
Carmen Hughes is the Director of Diversity, Equity & Inclusion (DEI) for the City of Stamford, an adjunct DEI Instructor for Cornell University in the School of Industrial and Labor Relations, and is the founder for Edelweise Consulting, a career coaching, talent development, and diversity consulting firm. She brings with her more than 20 years of corporate experience at JPMorgan Chase, having worked in both Fixed Income Sales and Human Resources. Hughes has served in various leadership roles in the nonprofit world from Stamford to New York City. Hughes currently serves on three Boards: Stamford Police Activities League, United Way of Coastal and Western Connecticut, and Sacred Heart Greenwich. She holds a Bachelor of Business Administration Degree from Howard University, is a Cornell Certified Diversity Professional, and is an Associate Certified Coach with the International Coaching Federation.
CLC provides early childhood education and care with direct services and programs focused on health, nutrition, and family support for children six weeks old – eligible for kindergarten. The nonprofit agency is accredited by the National Association for the Education of Young Children (NAEYC) and approved by Head Start.
