Three Day Targeted Enforcement Operation Results in Multiple Arrests Across Putnam County

The Putnam County Sheriff’s Office announced that, in coordination with the New York State Police and the Westchester/Putnam Real-Time Crime Center, they conducted a 3-day targeted enforcement operation focused on auto theft, firearms trafficking, narcotics distribution, and other criminal activity.

Members of the Sheriff’s Office Special Investigations Unit (SIU), Conditions Unit, and Patrol Division conducted operations throughout the county utilizing real-time intelligence, license plate reader (LPR) technology, and coordinated patrol efforts.

The following individuals were arrested:

• Anthony Luca, 47, Patterson – CPCS 7th Degree; turned over to Carmel PD on an active warrant.

• Kristen Walsh, 41, Carmel – CPCS 3rd / Criminal Sale 3rd; released after arraignment.

• Rayquan Cumberbatch, 39, Cortlandt – Forged Instrument 2nd (NY plates); released.

• Dielston Garcia De Matos Stefanis, 33, West Hartford, CT – Forged Instrument 2nd (PA plates); released.

• Jeffrey Gottsfeld, 50, Carmel – CPCS 4th; remanded to jail.

• Taylor Piguave Poveda, 30, Prospect, CT – Stolen Property 5th / AUO 3rd; released with appearance ticket.

• Raymundo Lopez, 40, NYC – False Impersonation; released with appearance ticket.

• Gabriel Young, 36, Yonkers & Fabian Coke, 34, Bronx – Counterfeit U.S. Currency (~$10,000); remanded.

• Francisco Salgado, 55, Dingmans Ferry, PA – Petit Larceny; arrested after theft from a business.

3-Day Operation Summary:

• 849 Traffic Stops
• 273 Traffic Tickets Issued
• 45 Arrests
• 8 Fugitives Apprehended
• 23 Stolen Vehicles Recovered ($812,020 est.)
• Over 3kg Narcotics Seized
• 1 Firearm Recovered

This operation highlights the continued efforts of the Putnam County Sheriff’s Office and its law enforcement partners to proactively address criminal activity and enhance public safety.
