Arrests Made in “Return Fraud” on Greenwich Ave

Greenwich Police arrested two men on July 31 for a “return fraud” scheme in the area of Greenwich Avenue.

Police say that around 4:45pm plainclothes officers observed suspicious activity in a retail store on Greenwich Ave. After conducting in person surveillance they observed behavior consistent with “return fraud.”

Jordan Oneill Young, 26, from Bronx, NY and his co-conspirator Jaabir Rafiq Harvey, 29, also of Bronx, were detained and on-scene investigation revealed that Mr. Young conspired to return several items, which had been stolen, to the retail store for a financial loss to the store of over $2,000 as they exchanged the items.

Additionally, police said three foil-lined bags, “booster bags,” were discovered within the co-conspirators’ vehicle, along with other stolen merchandise from other jurisdictions.

Mr. Young was charged with Larceny 3, Conspiracy t Commit Larceny 3, Conspiracy to Commit Larceny 6 and Interfering with Officer/Resisting.

He was assigned a date in Stamford Superior Court on August 14, 2024.

He was unable to post his $500,000 bond and was not released from custody.

Mr. Harvey was charged with 3 counts of Illegal Possession of Shoplifting Device, Conspiracy t Commit Larceny 3 and Criminal Attempt Larceny 6. He was released on a promise to appear and shared the date in Stamford Superior Court on August 14, 2024.
