He asserts the FHWA framework is inconsistently applied. A memorandum from the FHWA in November 2023 cited a fire that resulted in the closure of a bridge on the Santa Monica Freeway, causing the detour of approximately 290,000 vehicles per day. The memo also cited a similar incident in March 2017 in Atlanta, GA when a massive fire ignited under I-85 North  caused a 100-foot section of the bridge to collapse. IMG_2016
