CT State Police Arrest Driver who Engaged a Trooper in Pursuit on I-95

On Friday, Oct 11 approximately 10:52am, a Trooper assigned to Troop G in Bridgeport responded to Milford Superior Court to serve an active arrest warrant for a New Haven man, Robert Scott Mcmillan, 34, wanted by warrant for an incident on I-95 back on Jan 1, 2024 around 11:30pm.

According to the arrest warrant, back in January, a State Trooper received a BOLO for an orange 2015 Toyota Scion being driven by Mr. McMillan who was wanted in Milford on domestic violence charges. Around 11:30pm, the trooper conducted a patrol check of the northbound Milford Rest area on I95 and spotted the orange Scion in the parking lot. The trooper couldn’t tell if anyone was in the vehicle because its windows were heavily tinted. The trooper positioned the police cruiser directly behind the Scion and illuminated its take down lights. From there the Scion began to back up, striking the cruiser’s bumper, then move forward, striking the curb and then took off, exiting the rest area.

The trooper got behind the Scion as it entered I-95 northbound, and activated lights and sirens. The vehicle failed to stop instead sped up before making an evasive maneuver in attempt to elude the trooper, moving from the right land to the left lane almost striking another vehicle.

The trooper followed the Scion in the left lane, where the driver hit speeds in excess of 100 mph in the 55mph zone.

Because Mcmillan never activated the lights on his vehicle and it was raining, the trooper deactivated emergency lights and sirens on the police cruiser and pulled over to the right lane, informing dispatch the pursuit had ended. The trooper went to the last known residence of Mr. Mcmillan but he was not home.

A warrant for Mcmillan’s arrest was issued.

Mcmillan was arrested and processed at Milford Superior Court and charged in violation of the following:

C.G.S. 14-96a(a); Failure to Display Lights
C.G.S. 14-222; Reckless Driving
C.G.S. 14-223(a); Disobeying a Signal of an Officer
C.G.S. 14-223(b)**; Engaging Police in Pursuit
C.G.S. 14-243(b); Unsafe Backing

His bond was set at $5,000, which he was unable to post. He was turned over to Milford Superior Court marshals.

Mcmillan was unable to post bond and subsequently transferred to the custody of the Milford Superior Court Marshalls. Mcmillan was scheduled for arraignment at Milford Superior Court for a same day court appearance.
